Imperial Brands: retailers should respond to gov consultation on Tobacco and Vapes Bill

Imperial Brands is urging retailers across the UK to respond to a Government call for evidence which is set to shape the design of a new retail licensing scheme for nicotine products in England, Wales and Northern Ireland.

Inviting views from the retail trade sector, the Department of Health and Social Care (DHSC) has launched a call for evidence entitled Tobacco and Vapes: evidence to support legislation, which will close on 3 December 2025.


The call for evidence is a unique and critical opportunity for retailers to directly influence the future of nicotine product retailing. By sharing their insights, retailers can ensure that the proposed policies reflect the realities of their businesses and address the challenges they face daily.

According to Andrew Malm, UK Market Manager at Imperial Brands, the call for evidence is a crucial opportunity for retailers to have their say to shape policy and future developments, affecting their customers, sales, and stock. “The call for evidence represents an important opportunity for retailers to engage directly with policymakers and seek to shape developments in an area which forms a key aspect of many of their livelihoods.”

He continued: “In particular, the call for evidence provides a chance for retailers to have their say on the formation of the proposed retail licensing scheme. Currently, anyone can sell tobacco and other nicotine products, making it very easy for unscrupulous retailers who may not ask for ID and may sell illicit products.

"This licensing scheme is not just about regulation; it’s about levelling the playing field for legitimate retailers, safeguarding their businesses from unfair competition, and ensuring customers can trust the products they purchase."
